Twitter app isues

Hi guys

Following the twitter install info , I can ad the widget to a footer, however the prompt to go to https://dev.twitter.com/apps/ to complete the process fails at twitter. I log in to my account and get a different page than your help says is there.

see screen grabs no matter how FAST it type it gives me the same error. then if I ceep trying it evidentially gets me to info saying they no longer provide apis??
