Thick black bar now appears after update–I have cleared my cache still there..

thick black bar appears under the navigation menu now after I upgrade. I have tried deleting browser cache but doesn’t seem to be working to remove it?

The bar appear just under the page title area which is under the navigation on each page of the website.

It wasn’t there before..
