Sticky Menu Doesn't Include 1-800 & Social Media Row

While my menu is sticky (I know where the setting is for that), is there a way to have the row above the menu to remain sticky as well? It has my Toll Free # etc and I’d like that visible at all times.

While I’m thinking about it, when the screen size on a pc is made smaller, the menu will often bleed onto the image below making it hard to see. Is there a way to force the menu to remain where it is (above the image) until a threshold is met then the hamburger menu comes into play? This is a nice to have, not a need.
