Sticky Header Twitch Glitch When Scrolling

In searching the forums, the issue of the sticky header get all glitchy when scrolling down appears to be a long-standing issue for plenty of people that I can can’t help but wonder it wasn’t fixed in the stuff download after I paid $59.

I tried the Custom CSS solution posted here, and it worked after I cleared cache … BUT after I changed the sticky header border color, it went right back to spasming on scrolldowns again, on multiple browsers (chrome, firefox, ie).

Please tell me there’s a better solution. Thx.
