Spaces between rows

Hi,

I’m using a full-width template, and there are spaces between rows that I wish to remove. For example, on this page: http://www.rivercityfoodtours.com/home-page-redesign/ there are spaces between each row of blue with text and the rows with an image. In instances when I really need to remove it, I’ve used the row positioning to fix this, but I wonder if there is a better solution?
