Should One Page Navigation Work Only Once?

I have my one page navigation all set up. When I click on the menu at the top of the page it takes me to the correct spot on the page. However, if I return to the top of the page and click the menu again, nothing happens. Does the action only happen the first time you click? The little white dot on the left will work, but that is so small I’m afraid it won’t be noticed. I would like the top menu to work every time.
