Problems with displaying logo at top of site

My logo is 1000 x 146 pixels. On Chrome, it shows up too narrow, with more white space on the right than left. In Internet Explorer it is way too wide, spilling over the right side of the site. I noticed your post for:

and the CSS setting it mentioned didn’t have any effect.

1) How do I display a logo that occupies ALL of the available space. I can make it other sizes / proportions than 1000 x 146.

2) How do you make a logo that displays the same on different browsers? Safari and Chrome display it too small. Firefox and IE display too big.
