Photo responsiveness and color of page numbers

I have an image as a background for a row in my visual composer (It’s the only way the image seems to appear as it should on the desktop), but I can’t get it to be responsive with different versions like tablet or phone. I don’t even know how to make it selectively appear on just the desktop so I can replace the other windows with a different image. My website is http://www.cayceberryman.com and it’s the dominant photo on top.

Also, on my blog http://www.cayceberryman/the-writer-scrolls the page numbers aren’t visible unless the visitor is on that page, in which case it’s the highlighted color. I don’t see in my color settings where this is incorrectly labeled to match the color of the button itself, so I don’t know how to fix this.
