One page navigation tooltip appear on focus?

Hi, I have been asked to improve the accessibility of the one page jump navigation menu (small dots down side of the page) by a client.

When using purely keyboard to navigate and tabbing through these items, they don’t show the tooltip text. Is there a way to make them appear on focus as well as hover?
