No Static Front Page Option

There are no options for a “static front page” in my Settings –> Reading area.

There is only “Blog pages show at most”, “Syndication feeds show the most recent”, “For each article in a feed, show” and “Search Engine Visibility”

I don’t want a blog post for my home page, I would like a static front page.

Not sure what to do.
