Memory limit error loading demo

Hi, I have changed the memory to 128m:
; Maximum amount of memory a script may consume (128MB)
; http://php.net/memory-limit
memory_limit = 128M

and I am still getting this error message when trying to upload the full demo account: WordPress Memory Limit (WP_MEMORY_LIMIT) : 40M memory limit should be at least 64MB.

I also did a database reset and it did not help. Host is fatcow, after three calls and 3 hours of my time, they suggested you help… please!
