making single image element "hoverable" with tooltip

I’ve been trying to figure this out myself and have run out of time… I am using the VC element “Single Image” to display four team icons across our front page. I want each of the icons to display a tooltip-type popup (modal window would work, as long as it displays on hover) when the visitor hovers over the icon. I can get the icons to display with no problem, but can’t figure out how to implement the hover action. Perhaps the VC Single Image element isn’t the best way to accomplish this… I don’t care how it’s done — only that I figure out some way to do it. The tooltip for each icon would display a list of eight or ten areas for which each team is responsible.
