Local Development Environment

Hello,

I am using varying vagrant vagrants (VVV) to run local development for my WordPress sites. One of my sites uses the Highend theme for their website. I would like to copy that website down to my local environment. It will not be publicly accessible and will not be used for anything other than development as needed. I have two questions, First, what do I need to copy down to get my highend theme setup to transfer. I did copy down wp-content and loaded a backup copy of the database, but that doesn’t change the theme. Second, is that acceptable under the single site license, if not, what do I need to do? If I have to, I can, of course, do plugin development without the actual site look/feel, but I’d rather not.
