Link to Separate HTML Page Fails In Mobile

I have a site that im trying to finalize for a client (medbill-compliance.com) and the one final hangup on it is that it has a set of external links to pages within the site that work fine on desktops, but fail when the site is brought up on any android mobile device. iOS mobile devices work just fine.

Ive setup similar links in other sites, on the same server using a different theme and they open just fine in all test devices. So far, everything seems to be pointing back to the theme itself.

A part of me is still hesitant to believe that its the your theme itself as its just an external link that points to another page, but just about everything else has been eliminated at this point. Any advice would be greatly appreciated. Im pretty much at wits-end over here.
