Large menu responds to slow to make it

I had the site fall apart on the last update but i think it was revolution slider. I noticed prior to that the the menu would not fully display on mobile where there were to many links. I tried building mega menu using tutorial and video. but it can take 2 hours to move one button.
I deleted the submenu and rebuilding a regular menu with submenu. I raised max execution time to 400 but it did nothing. Spoke with hosting and I dropped ma down to 60. I cannot move the items and drag them around. I need to have the cannabis link button be a non functioning main nav title.
I had some of the top level nav links set like the cannabis link prior to the crash. I noticed though if a user clicked on that button on mobile only it would take them to a 404 page. I have tried to figure why the response time and attempting to drag links is ridiculously difficult. Also php upload is 128.
I disabled ever plugin and it did not change anything.
I use inmotionhosting VPS. Please see if you can see why this is happening.
