I can not use visual composer

Hi this is very frustrating adn I can not figure anything out.
I click front end editor and it supposed to pull up visual composer but it does not allow to move anything and nothing is editable.
This is a waste of money and I would like a refund.
Is visual composer some sort of app I need to download to edit this website? This is the biggest headache I’ve been trying to deal with for last month
