how to use jquery scrollTo function

Hi,

when my user clicks ‘Program’ in the menu, I would like the page to scroll (animated) upward so that the row with ID #prog is at the top. In a non-WP website, I would use jquery scrollTo or similar to perform this animation. It looks like scrollTo is being loaded when I look at the source – is there something I need to enable in HighEnd for this to work? I am unable to figure it out.
