How to edit header: insert client bar on top of the header

Hi,

I’d like to insert the local government bar (http://www.saopaulo.sp.gov.br/barrasp/barrasp_full.htm) on top of the header. Exactly where the map plugin (that we disabled) is on the Aegaeus demo version.

I tried inserting the code
<?php require(“http://www.saopaulo.sp.gov.br/barrasp/barrasp_full.htm&#8221;); ?>
in different places of the header.php archive but with no sucess.

I don’t know what I’m doing wrong and where to paste the code.
