How to add a 'Enter Site' page like the the Cafe Highend Demo?

I’ve created a website using the Jasper demo template, but I want an ‘Enter site’ landing page like the Cafe demo: https://hb-themes.com/themes/highend/cafe/
How do I go about implementing this?
