Header width changes in IE and Firefox

I notice my tagline and image change in the IE and Firefox browsers.
It causes both image and tagline to “bleed over” the right hand side and cover part of the background. Other browsers display fine.

I have tried setting the image height and width in header settings. It helped some; limiting the range at which that shift occurs when re-sizing the browser window.

Further suggestions would be appreciated.
