False Free Shipping and Responsive Design

Hello,

I’m struggling to finish my website due to these two issues. Any time a cart is created, shipping is always listed as free—I saw this was an issue in previous versions of Highend, but I couldn’t find anything recent.

Additionally, my site is not responsive. The portfolio sliders on my homepage are cut off and the logo is also cut off and disjointed from the rest of the site.
