Drop down menu not showing

I am trying to build a drop down menu under Program at the top of my website. The url of my website is http://www.bestwecanbe.org. I believe I have done everything correctly but the drop down menu is still not showing when I move my mouse cursor to the top of Program. The attachment is a screenshot that shows what I have done in the Appearance tab of my site’s panel. It also outlines the structure of the drop down menu I am trying to build. Can you please take a look at this and suggest me ways to fix it? Are there any settings I need to check?
