Differing User Views

I noticed this weekend that logged in users see the theme as designed and none logged in users don’t seem to get the custom css being applied to the header allowing the header to extend over some content. Also the color optimizer selections don’t appear to work when not logged in so as you navigate the menu background turns white with white navigation test when it should be green with white text. Looking for an option that shows a different experience for logged in vs. not.
