Custom Menus below header graphic

The top menu works well, thanks for that.
I’m attaching a graphic to show where I’d like submenu items to be placed, but I don’t know how to put them there and control the link and roll over functionality.

Is there perhaps a plugin that enables this?
Please provide some guidance if you can.
