Custom CSS not reflecting AT ALL

Hi there,
My custom css is not reflecting on the site at all! I’ve cleared my host cache and my browser cache, even switching to other browsers to test. What’s going on? I thought maybe it was Jetpack but after deactivating and even disabling different components it made no change. I even deleted and recreated the child theme thinking maybe that was the issue. Custom CSS changes don’t reflect even if entered on the Highends Options area under General Settings.

For example, I wanted to remove the divider line and the navigation dots: (!important does not help, I have tried.)
