Comments are shown on top, instead of bottom of the posts

Hello,

I wanted to enable the comment function after I’ve disabled it some time ago. However, If I use any way of default mechanism to enable them, the comment section on the posts is shown on top of the post, and not at the bottom, as preferred. How can I change this?
I remember that it is only like that since I disabled them.

I’ve already exhausted all the options of settings for both, WordPress and Highend.
