Clone tool stopped working, duplicates

I can no longer move anything I create to a different part of the page. When I do it duplicates everything on my page and doesn’t move.

For example, If I create a new header and try to duplicate it and then move it o a different location on page. It doesn’t move and everything freezes and duplicates all over screen. how do I fix?????
