Change links in the footer

In the past I asked to edit the footer, but I did not find the way to edit the links that are a part of the footer. The boxes in the footer still go to the prior web sites. I want to edit and add my own links to these links. How do I find the page to edit these settings.

Another past issue: the lines in the detail page for the product description are still there and mess up the data. See the site http://www.ontargetsolutions.biz. All detail pages have this same line issue.
