Can't Save or customize

Iam unable to use the customize theme feature. Nothing shows and the buttons don’t function. I am also unable to use the “save” button on the highness options page as hitting it does nothing even when changes have been made. I have upped memory and time out and that hasn’t had an effect. I have tried disabling all plug-ins and that’s had not effect. So I can’t change the email address and hitting save doesn’t do anything.
