Beating a dead horse, but getting an error when trying to import a demo theme

Good afternoon,
I have read the numerous threads on users that have purchased the Highend WP theme getting the 3 same errors when trying to import a demo theme.
Maximum Input Time (max_input_time) : 60 seconds. max_input_time should be at least 300 Seconds.

Max execution time needs to be 400 seconds and Max memory needs to be 60 meg (I think)

I am currently with Bluehost and have figured out that modifying the default-constraints.php allows me to correct the memory and exec time error, but I can not resolve the input time error.
What I have done so far is to modify the .htaccess file, wp-config.php and neither of them work. I have created a manual php.ini file and that has no effect either and I have tried to modify the root php.ini file with no success. Even modifying the file permissions to 777 don’t stick so all of my edits are discarded.
As this change will be required each time a theme is updated or a new version of PHP or workpress is released would you tell me what line of code I need to add to what php file to resolve the max input time error?
