After deactivating plugins, menu still doesn't show up

I deactivated almost all plugins and still my menu doesn’t show up. It worked until I added another section to the menu. Then several of the dropdowns don’t work. Any other suggestions to try? I haven’t added anything but pages with a few pictures without links.
