adding parallax background not working

I am having issues getting video to show as parallax background. I am adding it in the row settings but it is still not chowing up, only the background color. I want to have video as the background instead of the light blue color.

i looked at the highend video tutorials on youtube, but none of them specified how to set up parallax.

Please advise.
