z-index question

Hi, in my header I have leafs hanging down from the top of the page, I need the logo and navigation to sit on top of this, not the whole blue area just the logo and navigation buttons, the blue area should remain behind the leafs, I have tried using z-index in css but for some reason I cannot get the logo and buttons on top of the leafs, please can you assist. link to follow.
