video on headerr won´t show on mobile

Hi!

I have a video on the Row Setting on this page:

I have 2 questions please:
1. Why it won´t display on the mobile view? I see just a black square.
2. When the video stops, it takes some time to upload and display again. Is there any way to reduce this “uploading time”? How to control it?
