Under Construction Mode still doesn’t work

Every time this theme is installed, the Under Construction Mode does not work.

Tested different browsers, logged out of WordPress dashboard in every browser, cleared every cache, installed brand new browsers to test, tested mobile devices where admin has never been logged in… none of them display the Under Construction Mode.

We’ve opened this issue before and were told by HP-Support that we didn’t know what we were talking about.

Hopefully, this time we’re not brushed off again.
