Translate to Portuguese

Hi, I was trying to translate my site to Portuguese, mainly the woocommerce and blog area, and I had to create the .mo & .po file in pt_PT with the poEdit but it didn’t work. I followed all the instructions on the highend documentation, but nothing. Used firezila to transfer the files. and changed the attribute to language to pt_PT on the wp-config.php.

Is there an different way to do it since I’m creating a new file with a new language?
