Top Header Bar question

The Top Header Bar, the one with the “Left Widget: Info Text,” “Social Icons,” “Social Networks,” “Right Widget: Login,” etc., shows up when the screen resolution is high enough, but then disappears once the responsive design for smaller screens kicks in (you can see that on my Website, http://www.armchairarcade.com). I’d like for at least the “Right Widget: Login” to be available when that happens. Is that possible?
