Static or Inactive footer

The problem I have is that a while ago, the entire footer area is static, it does not react when the mouse is passed over some word, button or link

At the beginning I thought it was an update of some plugin that gave an error and with some other update it was going to be corrected but the error remains the same, for example, the social media buttons should be animated and if I click on the facebook button, nothing happens, it does not redirect and the same with the other areas.
