Special Header keeps loosing transparency

The header on my sited keeps changing from transparent to middle grey. I go into Header Layout and make any adjustment and save it then go back and undo that and re-save it and it goes back to transparent. I come back a little later and it is back to grey. I have attached 2 files. One with the transparency and the other with the grey.
