Sidebar on mobile device & Mobile Menu

1. Is there any way to have a small sized sidebar with a custom menu on specific pages only AND for it on a mobile device to be after the page content (so on your mobile you have to scroll down to the footer widget to see the sidebar just above it) rather than compress the page content to the side leaving a poorly looking sidebar cramped when looking at it on my iPhone 4s?

2. Menu for a mobile device – I know how to do it but it won’t work. I set the menu to be mobile only and when I save and refresh my phone it won’t appear.
