Redesign of page

Is there anyway to mimic what the template can do to create a vertical nav bar like the one on the following website:

I am wondering if something like this (a completely new image entry) is possible and, if so, how? And also if the nav bar can remain stationary as you scroll down; is always shown and follows you as you scroll down the page.

Also, I am looking to create a page like this:

http://newvictory.org/Home.aspx

Where i can add my original artwork into the image (via the nav buttons shown on the website). Any and all help is appreciated!
