Portfolio Carousel overlay and links don't work on phone

Our site is currently under construction and we are using the portfolio carousel on the home page. Unfortunately the Portfolio Carousel doesn’t have any active links when viewed on a phone, though they work just fine in desktop mode.

On a phone the image overlay and title are not appearing on hover so there is no way to tell that the thumbnails are links.
