Pop Up Image / Sign Up Form for Aegaeus?

Hi. I am wondering if Aegaeus provides a way to create a pop form on the home page? I’d like to let site visitors/potential clients know about an upcoming seminar in May. This pop up would be an image of the seminar flyer plus a link to sign up. Another option i would be OK with might be a Splash Page with this info.
