Offset Side Panel – Not Available On Mobile

I am using the Offset Side Panel for links to other sites.

On a PC browser I see the main navigation menu and the three lines that pull out the Offset Side Panel when you click on it. However on the Mobile browser all I see is the three lines and when I click on it it pulls out a different Offset Side Panel that shows the main navigation menu…but the original Offset Side Panel with the links does not display.

How do I make the original Offset Side Panel with the links in it available on a mobile browser?
