Missing Top Header Bar

I have set the Top Header Bar option to ON in the HighEnd settings under Layout Settings>Header Layout and placed in all the social media buttons, email, etc. that I would like in the Top Header Bar, but it does not show up on my client’s site.

I have through the theme documentation, but have been unsuccessful in finding the solution.
