Menu working only intermittently

I updated the main menu and cleared the cache. When I go to the website, the menu works sometimes and not other times.

When rendering correctly has a search magnifying glass, and two of the menu options have drop-downs when hovered over. When not rendering correctly, the search magnifying glass will not appear, and the menu options with drop-down will no longer have drop-downs.

This happens intermittently. Sometimes it will render, other times it won’t. I can even click a menu option once and it will not render, click it again and it might. There seems to be no rhyme or reason to this error.
