Internet Explorer < 9

I notice in html code is prepared solution for IE 8

but ie8.css file is empty.
In browser is part of blue rectangle at left top corner and search icon is only gray.
Can we expected next develop this file?

In IE 7 is dark gray strip before Hello world! and whole right sidebar (recent posts…) is float at the bottom of page.
Is exists any solution?
