Icon feature not working on all browers

The page loads perfectly on about half the computers I have tested. My chromebook loads it fine, but my chromebox does the same thing as my phone. Which is, it seems to “freeze” the “icon feature” thing. The links dont work, and the mouseover is unresponsive. Here is the code:

On my phone/chromebox, clicking “GT400 specs” does nothing. And there is no “glow” when hovering it or anything…

I dont even know where to begin! Please help!
