HighEnd Options section not able to select different tabs

I assume maybe a plugin has crashed or my theme didn’t get updated, but I am not able to click on any of the tabs in the Highend Theme options section….
such as clicking lay out settings or what not does not work, I can still edit specific pages but this part of HighEnd doesn’t work.

anyone else have this issue or have suggestions?
