Header Trouble

Hi, whenever I set the header image to the left or right side, the top of the header gets cut off.

When I scroll down the header image will not shrink and will overlap the navigation bar and content below.

I’ve tried disabling all plug ins and the issue still persists.

I’m guessing it’s a CSS issue?
